Navy arrests 11 Indians, five others for oil theft



(NIGERIA)The Nigerian Navy has apprehended 11 Indian nationals, three Ghanaians and two Nigerians in connection with oil theft in Bayelsa State.

The 15 suspects were allegedly arrested by the operatives of the Forward Operating Base of the Central Naval Command while attempting to lift substances suspected to be crude oil from an offshore loading terminal in Brass area of the state.
The vessels to be used to carry out the illicit business were said to have come from Ghana. Commanding Officer, FOB, Formoso, Egwema, Brass, Capt. Noel Madugu, told our correspondent that the suspects, during the time of arrest, had no permit to lift oil.
Madugu said as of the time of intercepting the vessels and arrest of the suspects, they had yet to carry out the operation. He said they were arrested while waiting for vessels from the creeks of Bayelsa to be used to load the products for onward movement to a yet-to-be-ascertained destination.
Madugu said, “Our operatives arrested 11 Indian nationals, three Ghanaians and two Nigerians as they were waiting for vessels from the creeks.
“During the time of arrest, the suspects could not provide permits authorising them to load from Agbara platform of the Nigerian Agip Oil Company’s terminal in Brass. Their vessels came from Ghana.”
The commander said the suspects would be handed over to the relevant prosecuting agency after preliminary investigation.
He reiterated that oil criminals had no hiding place in the waterways, urging those involved in the illicit activities to desist from them in their own interest. (PUNCH)

Experts converge in US for Nigeria Security Summit



Due to the gradually expanding frontiers of insurgency in the country, especially in the Northern part of the country, experts from diverse fields would converge August 8, 2014 in a security conference to brainstorm on Nigeria’s security, peace and foreign relations.
Arrangements have been concluded for the commencement of a the conference tagged, Nigeria Security Summit, which will hold on Friday, August 8, 2014 at the Radcliffe Institute for Advanced Study, (Knafel Center) Harvard University in the United States, and has its theme as “Insurgency, Nigeria  and Beyond”.

The summit will feature five Sub-themes including ‘Challenges of governance in an era of Insurgency’; ‘An unfavorable investment climate compounded by insecurity’;  ‘Chibok Abduction: Implications for international intervention on Nigerian sovereignty’;  ‘February 2015 Elections: Moment of truth’ and ‘Beyond the Boko Haram insurgency’
According to statement by the convener of the summit, Mr. Emmanuel Asiwe, a renowned journalist and publisher, the objectives of the summit is to reflect on the unfolding security situation in the country; to discuss the spatial governance of crime in Nigeria and proffer solutions to the Boko Haram phenomenon
According to the statement, facilitators of the summit include the current National Security Adviser (NSA) to President Goodluck Jonathan of Nigeria, Colonel Sambo Dasuki; the Nigerian Ambassador to the United States of America, Prof. Adebowale Ibidapo Adefuye; President Emeritus of the World Peace Foundation (1993–2010) and Fulbright Research Chairman in Political Development at the Balsillie School of International Affairs in Waterloo, Canada, Prof. Robert Irwin Rotberg and Prof.Nimi Wariboko, who is a Katherine B. Stuart Professor of Christian Ethics and previously taught at New York University and the Frank G. Zarb School of Business, Hofstra University, New York.
 Others include the member of the Council on Foreign Relations and Professor of public policy, who researches and teaches on asymmetric conflict and international relations theory, Prof. Max Abrahms; President of the International Strategic Studies Association (ISSA), and the Global Information System (GIS), Prof. Gregory Copley and a Professor of Criminal Justice and member of the American Society of Criminology and the Academy of Criminal Justice Sciences, Prof. Kingsley Ejiogu.
The rest are the incumbent Chairman House Committee on Interior, Hon. Umar Bature; novelist and political columnist, Okey Ndibe; and Professor of Humanities at Alabama State University, Prof Sabella Abidde.
 Nigeria is the most populous black nation in the world and it is believed that a security crisis in Nigeria would have far reaching detrimental consequences on the West African sub-region.

Buhari's Boko Haram attack: Keyamo petitions SSS over allegation against Asari-Dokubo



Lagos radical lawyer and rights activist, Festus Keyamo, yesterday asked Director-General, Department of State Services (DSS), to carryout what he termed  investigation into grave allegations made against former militant leader, Mujahid Dokubo-Asari.

Keyamo in a statement jointly signed by Bala  Dakum, and Ibrahim Abdullahi, both from the human rights lawyer stated that, "We are solicitors to Alhaji Mujahid Dokubo-Asari (hereinafter referred to as ‘our client’) and on whose instructions we petition you. Our client briefed us as follows:
 "That after the ugly incidents of Wednesday, 23rd July, 2014 in Kaduna State that killed about eighty five (85) people and which was allegedly targeted at former Head of State, General Muhammadu Buhari and an Islamic Cleric, Sheik Dahiru Bauchi, an online media, RESCUE NEWS, published a news item that our client procured suicide bombers to kill General Muhammdu Buhari and that he is privy to a plot to assassinate General Muhammdu Buhari.
"The publisher further alleged that our client paid the sum of N5,000,000.00 (Five Million Naira) to the suicide bombers that carried out the said dastardly act and that one of the suspected suicide bombers arrested in connection with the said incident of 23rd July, 2014 has confessed to our client’s complicity in the said act.
 "Our client finds these mendacious allegations made against him too weighty and grave to ignore or disregard. The said allegations have endangered the life of our client, the lives of his family, close associates and kinsmen.
"While our client has the right to express his views on national issues like any other citizen of the Federal Republic of Nigeria, and has done so on many occasions, he has never and will never be involved in a plot to kill a respected former leader like Buhari or anyone for that matter.

Dear Sir,

SUSPICIOUS DEATH OF MR. CHRIS ONAGHISE: A CASE OF CULPABLE HOMICIDE AGAINST THE MANAGEMENT OF LAGOON RESTAURANT, LAGOS.
We are solicitors to Mr. Orobosa Onaghise (hereinafter referred to as ‘our Client’) on whose instructions we write to you.
Our Client briefed us as follows:
That the Late Mr. Chris Onaghise (hereinafter referred to as ‘the Deceased’) is his son and until his demise, a staff of Lagoon Restaurant, Victoria Island, Lagos. Our client further informed us that on Monday 16th June, 2014, he received a telephone call from a lady (who did not want to be identified) informing him that something tragic had happened to the deceased at his workplace. Our client consequently rushed to the Lagoon Restaurant but despite his best efforts could only arrive there after two (2) hours. Upon arriving at the Lagoon Restaurant, our client was informed that the deceased fell into the lagoon while on duty at about 10:00am that morning and was still in the lagoon.
Our client demanded to know why no immediate rescue efforts were made to rescue the deceased and one Mr. Rami, the Managing Director of the Lagoon Restaurant informed our client that the Restaurant had no life jackets, divers or indeed safety apparatus. Upon our client’s persistence, the Managing Director invited a lady vide a telephone conversation who identified herself as a Police Officer from Bar Beach Police Station in charge of the investigations .
On enquiry as to the extent of investigations, our client was bluntly informed by the Police Offices that investigations had been concluded and that she believed that the deceased slipped, fell into the lagoon and consequently lost his life. Our client was curious as to how the investigations could have been concluded when the body of the deceased was still in the Lagoon and none of the eye-witnesses or the management of the Lagoon Restaurant had been questioned. Our client’s concerns were ignored by the Police Officer and the deceased was abandoned in the Lagoon despite the agitations of our client till 10:00pm.
Our client further informed us that the next day (17th June, 2014), he visited the Bar beach Police Station where he met with the Divisional Police Officer (DPO) and enquired about the recovery of the body of the deceased and further investigation, to our client’s utter bewilderment, the DPO denied knowledge of the existence of the case and the allegedly concluded investigations. The DPO subsequently ordered an investigation and an invitation of all the eye witnesses including the Managing Director of the Lagoon Restaurant.
The DPO subsequently directed a recovery of the body of the deceased. At about 10:00pm on Tuesday, 17th June, 2014, the body of the deceased was allegedly recovered from the same spot in which he was said to have slipped. A cursory look at the body of the deceased disclosed bruises and blood stains all over the face suggestive of a physical confrontation before the alleged drowning. To further confirm the foregoing suspicions, the deceased body did not show any signs of bowel enlargement consistent with drowning. Do find attached images of the body of the deceased to buttress the foregoing.
The question begging to be answered arising from these facts are as follows:
1.   Why is the obvious physical state of the body of the deceased inconsistent with the management’s narration of events leading to the death?
2.   In the unlikely event that the management of Lagoon Restaurant’s account of events is accurate, what are the safety measures put in place by the management of the Lagoon Restaurant to prevent such occurrence, since it carries on business in a high risk environment?
3.   Why was the staff that called to inform our client of the incident sacked immediately?
4.   Why did the management of the Lagoon Restaurant break into the deceased personal locker while the key to the said locker was found on the deceased’s body?
We are consequently constrained to write this petition to your exalted office as our client has become increasingly frustrated with the nonchalant attitude with which the Bar Beach Police Station is handling the investigations and the desperate efforts of Mr. Rami, the Managing Director of the Lagoon Restaurant (a Lebanese national) to conceal and destroy evidence that will aid the authorities to resolve all the queries raised by the foregoing facts.
We therefore urge you to use your good offices to order a full investigation and Coroner’s Inquest for the purpose of resolving the foregoing questions and consequently prefer criminal charges against all those found culpable.
We anticipate your urgent intervention in this matter.

Three dead in Egypt bomb blast



Three people have been killed in a car-bomb blast in Giza, on the outskirts of Cairo, according to Egyptian state media.

Security officials were quoted as saying those killed were carrying an explosive device in their car and likely detonated it by mistake.
MENA news agency said the explosion took place early on Wednesday in the town of el-Saf in Giza province.
Another state news outlet, Al-Ahram, quoted Brigadier Mahmoud Shawki, a police officer, as saying those killed were likely to have been on their way to carry out a “terrorist operation”.
Shawki said the car was torn into two by the blast and that security forces were trying to identify the dead, Al-Ahram reported.
Egypt has seen a wave of protests and violence since the army toppled Islamist President Mohamed Morsi last year amid mass protests against his rule.
An al-Qaeda-inspired group called Ansar Beit al-Maqdis has claimed responsibility for a series of explosions and suicide attacks over the past year. (Aljazeera)


House Republicans to vote to sue Obama



The US House of Representatives is set to pass legislation authorising it to sue President Barack Obama for what Republican leaders describe as his overreach of authority.
The resolution is expected to pass the Republican-controlled chamber in a party line vote on Wednesday.
Its sponsors say Obama exceeded his powers when he delayed an insurance deadline in his healthcare law. The president’s aides say the prospective suit is a political stunt.

Obama’s Democratic allies say it is legally groundless and will cost taxpayers millions of dollars, and has only been devised to rally the Obama-hating Republican base ahead of the November mid-term elections.
The White House says the president has acted within his constitutional authority as chief executive of the US government, and Democrats have sought to raise money off the issue by warning that the suit is a prelude to impeachment proceedings.
“This lawsuit is frivolous on steroids,” Democratic Congressman Alcee Hastings of Florida said on Tuesday at a preliminary committee meeting. “It’s absolutely insane what you all are doing.”
Republicans in Congress have complained that Obama has exceeded his constitutional authority on numerous occasions, in order to bypass Congress by issuing executive orders. They object, for instance, to his order unilaterally easing deportations of some young illegal immigrants, and the prison exchange that won the release of a US soldier held captive for five years by the Taliban.
Specifically at issue in the resolution, which was sponsored by Congressman Pete Sessions of Texas with the full backing of House Speaker John Boehner, was Obama’s decision to twice delay requirements in his 2010 healthcare overhaul that businesses over a certain size provide their workers with health insurance.
Obama has been forthright about his intentions to circumvent the gridlocked Congress when possible, noting frequently that the Republican-controlled House of Representatives has declined even to hold votes on Senate-passed bills on topics from immigration reform to gay rights.
As far back as January, White House aides began referring to the president’s “pen and phone” strategy – using his telephone to convene meetings at the White House and his pen to sign executive orders and changes to federal regulations.
Every US president since George Washington has issued executive orders, and Obama has not stood out in the modern era for the number he has signed.
In his six years in office Obama has issued 183 executive orders, compared to 291 across George W Bush’s eight years and 381 for Ronald Reagan, according to a study by the American Presidency Project at the University of California-Santa Barbara.
But Republicans insist Obama has selectively enforced laws duly passed by Congress, upsetting the balance of powers written into the constitution.
“Such a shift in power should alarm members of both political parties because it threatens the very institution of the Congress,” the Republicans wrote in report accompanying the House legislation. (BBC)
